The candidate chosen will act as a liaison between the Boeing India in-country SPM and the U.S based IPT and will manage all aspects of Indian subcontractor relationship and performance throughout all contract phases. This position will primarily involve coverage for all direct offset suppliers within India supporting the CH-47 program but may expand to existing foreign and domestic suppliers supporting the CH-47 program. The expectations and responsibilities of this position will be to provide Supplier Management oversight to the Indian supply base and include the following specific responsibilities: Manage supplier performance and supporting the IPT's in managing technical, quality, cost, and schedule aspects of the subcontracts. Facilitate the implementation and execution of appropriate Boeing Program Management Best Practices and Supplier Management Best Practices in managing the various Indian supplier subcontracts. Interface with Indian supplier upper management, as required, to help foster a working together atmosphere to facilitate the success of the Indian suppliers. Assist in implementation of effective EVM, Risk/Opportunity/Issue management, Technical Performance Measurement (TPM) and recommendation and implementation of other unique predictive indicators used with each specific Indian supplier. Assist with recommendations, development, and implementation of Indian supplier performance metrics, and monitoring of performance data. Conduct root-cause analysis, as required, to identify and resolve technical/business issues; identify solutions to establish the basis for recovery plans; communicate across stakeholders to report status and concerns. Facilitate the IPTs with clear definition and flow down of technical, risk management, performance, integrated scheduling and affordability requirements. Assist the Indian suppliers with the understanding and interpretation of all subcontract technical, schedule, cost, and terms and conditions requirements. Actively participate in Program Management Reviews, Technical Interchange Meetings, and Design reviews at the suppliers facilities, as required. Assist in the development, integration, implementation, and management of subcontract management plans, strategies, and processes. Assist Indian suppliers in the development of proposals, as required, in supporting potential future CH-47 customers. Participates or leads in sourcing strategy and contract development across the business unit. Serve as mentor and coach to the in-country India SPM and other team leaders within the CH-47 program. Leads contract performance reviews, regular site visits, design reviews, rate readiness reviews, lean assessments, preferred supplier process and metrics. Continuously improves supplier performance and lower supplier cost. Identifies supplier capacity/capability to perform current and projected work statement, support Boeing procurement strategy and contractual compliance. Develops methods to measure key supplier and internal performance indicators, analyzes performance data and prepares visual aids to lead periodic performance reviews. Oversees complex work movement projects by verifying that the elements of the work movement plan are credible and complete. Manages plan activities to ensure that supplier produces conforming and compliant products on time. Provides technical assistance to ensure cost, delivery schedule compliance and product conformity.
