System and Project Management Officer

GENERAL SUMMARY

 

Systems Project Management Officer, under some supervision and following established policies and company/department procedures, will provide training development, maintenance and support within the following functional duties:

 

 

  1. Manages all Training Related Systems (such as Meeting Place, BVS, SUN Training System, etc.) to include technical expertise, marketing, budgetary tracking, and coordination with support departments and vendors.
  2. Manages and updates the Training and Development (TD) Intranet Web Site including the upcoming transition to SharePoint systems.
  3. Liaison with the Information Technology Department Heads to assure accuracy of systems utilized by TD.
  4. Manages TD database and corresponding processes for hardware, software, systems, access, and other assignments linked to IT and Security policy and procedure.
  5. Meeting Place Administrator; includes validating the system capabilities, creating and maintaining all applicable policy and procedure, and managing client usage.
  6. Primary Meeting Place Training Facilitator; develop, update, maintain all applicable information via training materials, facilitation, certification of end users, and update communications to certified clients.
  7. Manages BVS: includes validating system capabilities, maintaining all applicable policy and procedure relating to the system itself, and leads client service support.
  8. Primary contact with BVS/Cathay Bank Regulatory Clients, manages annual assignment changes, documents accordingly for Audit/FDIC reporting, and provides monthly and quarterly reporting to department heads/executives as required.
  9. SUN System – work with Information Technology and Training Teams to assure system development/modifications provide ALL needed elements, with limited to no risk, to facilitate training nationwide.
  10. Maintain, in conjunction with IT, the SUN system on a weekly, monthly and annual basis.
  11. Write and maintain SUN system policy and procedure and work in conjunction with Branch Manager/Designee and TD Developer(s) to assure that training programs and systems are consistently aligned.
  12. Work with TD Developer(s) to assure that all training, web and live, are mirrored to the applicable systems.
  13. Will manage all systems to assure that TD are within State and Federal regulatory compliance.
  14. In conjunction with the Training Manager/Team recommends ways to continually update and upgrade training methodologies and measurement processes to assure optimum training value and effectiveness.
  15. Responsible for TD Department Training Measurement and Department Production Reporting
  16. Works with vendors to identify software programs/systems to be utilized within Cathay Bank.
  17. Researches and develops basic Microsoft Office training programs and facilitates training live and via web.
  18. May assist in the cross-training of peers and other instructors for in-house training programs and provide feedback on the effectiveness of the instructor.
  19. Provides input to Training Manager regarding training program quality and corresponding administrative processes.
  20. Accepts other duties, which may include facilitation and/or timed and ongoing special projects, as deemed necessary by the Training Manager/Senior Training Officer.

 

 

 

QUALIFICATIONS

 

·         Experience:       Minimum 3 years of experience in banking or a related environment

·         Skills/Ability:     Applicant possesses strong customer service, verbal and written English communication skills, is proficient with Microsoft Word, Excel, PowerPoint and Access, organized and detail oriented, maintains confidentiality and professional demeanor, has a working knowledge of business protocol and interacts effectively with public and clients.  Systems Project Management Officer has the ability to assess procedures and policies and recommend more effective methods.  He/she must be able to respond quickly to changes in procedure and handle multiple tasks simultaneously.  Bilingual Chinese or Vietnamese a plus.  Public speaking experience preferred.  Travel throughout the United States is required.
