Morgan Stanley Co. LLC seeks Vice President, Finance in New York, NY to prepare capital forecasts at firm, segment and business unit levels. Develop a robust forecast process to estimate Basel II risk weighted assets (RWA) for the business units by on-balance and off-balance sheet products and apply the necessary regulatory framework changes. Perform post forecast follow up with risk areas and business units. Determine future business plans with business units in order to assess capital and RWA impact. Perform valuation and risk modeling. Collaborate with regulatory controllers to understand impact and timing of future regulatory rule changes, and collaborate with risk departments to determine appropriate forecasting and attribution logic for each individual component of capital (current and future). Interpret the impact of capital regulations on business levels, including interpreting models for Basel II advanced internal rating based (AIRB) qualification. Collaborate with groups responsible for methodology review across Risk and Finance. Communicate to business units on expected future regulatory changes and its impact on their business. Consolidate and provide Basel 2.5 and Basel 3 capital estimates to other teams and senior management across the firm. Estimate capital requirements under Basel I and Basel II framework rules by on-balance and off-balance sheet products, implement Basel II solutions, including user-acceptance-testing (UAT), and report Basel II risk weighted assets (RWA) to senior management. Assist the manager in the implementation of market risk rule (Basel 2.5) changes related to securitization, which involves writing business requirements, data analysis, design and implementation of UAT and coordinating with IT to ensure regulatory requirements are met. Utilize MS Access to perform certain capital impact calculation of regulatory framework changes and for MIS reporting.

REQUIREMENTS

Master's degree in Accounting, Finance, Mathematics, or related field or equivalent, and five (5) years of experience interpreting the impact of capital regulations on business levels, including interpreting models for Basel II advanced internal rating based (AIRB) qualification on behalf of a global financial services institution. Prior experience must include estimating capital requirements under Basel I and Basel II framework rules by on-balance and off-balance sheet products, implementing Basel II solutions, including user-acceptance-testing (UAT), reporting of Basel II risk weighted assets (RWA) to senior management as well as utilizing MS Access.
