VP, Strategy & Policy, Funding & Liquidity
The overall purpose of the two VP, Strategy Policy, Funding Liquidity vacancies is to support the Funding and Liquidity Management within the banks Treasury, covering two aspects, one around the future structural reforms the banking sector is facing and the second being the review, analysis and strategy around how the bank manages it’s wholesale collateral.
For both positions the responsibilities will broadly include, though not limited to the following:
• Become a subject matter expert on various liquidity related aspects of Recovery and Resolution Planning and related initiatives
• Assist in the development of firm strategy in response to these initiatives
• Identify potential impediments to the resolvability of the Group from a funding and liquidity perspective and develop mitigating strategies
• Represent the team in interactions with key stakeholders and in presenting analysis to senior Treasury Management
• Take a lead role in delivery of nominated projects within the wider Recovery and Resolution Planning deliverable
• Assist in the development of firm strategy in response to related reform initiatives such as the Vickers Report in the UK, Liikanen in the EU
• Support the Liquidity Management team with other projects and ad hoc requests as required
The VP focusing on structural reform will offer knowledge of large institutions with complex legal entity structures and have the knowledge of how to fund a wholesale business and be aware of subordinated debt and unsecured funding. Possibly the VP may offer funding plan experience and knowledge of PnL on different types of liabilities. Alternatively the VP may offer an unsecured debt background and are now seeking a role with more of a strategic focus. Any experience of corporate restructuring would be seen as a distinct advantage.
The VP focusing on Collateral Management is required as the bank needs to understand better how their wholesale collateral flows around the business and the risks they face if the bank was to experience extended stress scenarios on their liquidity. The VP will be required to:
• Develop a full understanding of the banks wholesale collateral and be able to articulate these collateral flows to the wider business
• Be able to understand if the way the bank currently manages it, does that make it less resolvable
• If it is discovered that the flow of collateral is at risk, then advise on a better structure
The VP focussing on Collateral Management will have to offer experience from a wholesale banking background and be experienced in aspects of a front office collateral business and how it is funded.
