PRINCIPAL RESPONSIBILITIES
While participating in small to moderate scale development projects, the Programmer Analyst creates and maintains low to moderately complex code and/or programs within business applications, based on their translation of functional requirements and unit tests code to ensure proper functionality for business use. Develops technical specifications and design documents from which code and programs are written.
 
Assists in the estimation of the size of the effort required to complete the project based upon analysis of requirements of modules assigned to them.
 
Assists in the support of the system, including taking responsibility for the resolution of low to moderately complex on-call issues, monitoring the system, and communicating with the vendors regarding problems, to ensure the system is functioning. Diagnoses, isolates, and de-bugs issue and performs problem resolution.  Documents resolution appropriately.  Escalates issue to Sr. Programmer Analyst, System Consultant, or Project Lead if a solution cannot be determined.
 
Collaborates within team to provide status updates and discuss issues.  Provides mentoring to other development staff on the team including other Programmer Analysts with less experience.
Learns other development languages and stays informed of recent programming/technology topics to keep up to date and ensure their ability to work on a variety of projects.
 
QUALIFICATIONS
 
PREFERRED
College degree in technology related field preferred
Strong knowledge of Relational Database Concepts and Design preferred
Some experience with content management tools such as Vignette 7 or WEM 8
Demonstrated experience in applying technical standards and change control policies and procedures
Two to four years of programming experience
 
REQUIRED
College degree and 1 year of related work experience, or
Associate degree and 3 years related work experience, or
High School diploma/equivalent and 5 years related work experience
Adaptable and able to learn quickly
Ability to translate functional business requirements into low to moderately complex technical solutions
Strong analytical, troubleshooting, and problem solving skills
Ability to work both independently and in a team environment
Verbal and written communication skills
Strong interpersonal skills. 
Must be able to effectively work with people in the team, other IT departments and/or outside of the enterprise
One to three years of programming experience
One to three years of SQL experience
Estimation skills
Strong knowledge of a particular technology/language or unit-specific application, specifically in Java, Java Script, CSS, HTML5, and XML
