Description
- Develops highly complex code and integrates artwork, text, video, and sound into client websites. Creates highly complex, customized applications to enhance website capability based on business needs.
- Builds table frames and forms and writes highly complex script within the browser to enhance site functionality.
- Ensures that web pages are functional across different browser types; conducts tests to verify user functionality. Resolves complex production support problems by identifying issues and recommending, and when approved, overseeing implementation of solutions.
- Investigates and resolves matters of significance for end-user problems and escalates if necessary. Identifies issues and gathers information; determines and recommends courses of action.
- Provides training and support for business system analysis and process definition to ensure compliance with standard operating procedures.
- Works with end users to address requirements, usability, accessibility, security, and change requests to ensure website functionality. Identifies issues and recommends solutions.
- Creates test plans, and reports test results. Works with outside vendors as necessary, in developing tests to ensure future site functionality.
- Researches, tracks, and understands new web technologies to provide technical leadership in developing service applications and analyzing business requirements. Makes and implements recommendations for new policies and procedures.
- Oversees with cost management for site project. Performs necessary quality assurance activities to ensure optimum site functionality.
- Provides leadership and work guidance to less experienced personnel.
- Develops content and maintains associated systems for agency internal and/or external web sites, including sites hosted on classified networks.
- Plans, designs, and performs content enhancements and/or updates to websites.
- Recommends best practices, develops guidance and content standards, and ensures best practices and standards are met and maintained.
- Designs and builds web pages using a variety of graphics software applications, techniques, and tools.
- Designs and develops user interface features, site animation, and special effects elements.
- Contributes to the design group's efforts to enhance the appeal of the organization's online offerings.
- Designs the website to support the organization's strategies and goals relative to external communications.
- Ensures website content is current, accurate, and reliable.
- Ensures websites are available to desired audience with approriate links and security designed into system and maintained.
- Provides advice on strategies to maximize available content on distributed servers.
- Installs, configures, operates, and advises on the acquisition of multimedia equipment and supporting media products.
- Provides technical support for meetings, conferences, teleconferences, video-teleconferences, and multimedia projects supporting public relations objectives and strategic objectives of the government office.
- Provides remote-access training via video teleconferencing, and video production.
- Plans, executes, directs, and edits multimedia project productions in support of government customer task requirements and strategic objectives.
- Prepare NGA/PV top-level information with up to date content and design to clearly articulate NGA Office of Global Navigation services.
- Ensure that PV web infrastructure is capable of best serving its target audience by creating more intuitive and usable navigational informational web structure.
- Coordinate with NGA/PV, NG/PVB "web focus group', and NGA/E (and NGA/A) staff to effectively manage access to and dissemination of SoN and GEOINT products, services, and data.
- Evaluate NGA SOA, services capabilities, and Service Level Agreement (SLA) procedures and authorities to determine compliance with NCGIS, W3, and other consortium doctrine and standards.
- Develop and incorporate a sustainable web presence encompassing both the PV Strategic vision and IT strategic vision doctrine
- Provide expert knowledge concerning NCGIS, W3, web2.0, and other web standards and the ability to redesign legacy infrastructures to achieve standards compliancy
- Perform as a Web author capable of providing technical leadership and design ideology to PV and the ability to validate legacy web page design and meta tags.
- Provide guidance on the automation of all possible areas to make maximum use of content through web design and development of services
- Advise on technical matters and is a design authority for PV web presence, including technical knowledge of web search engine optimization and the methodology to interdict and improve product search result rankings. .
- Facilitate and advocate capabilities, systemic, and procedural updates and upgrades concerning PV interoperability with NGA enterprise doctrine.
- Promote future growth of NG/PV web auditing and reports capability through introduction of new tools, techniques, plans and utilization of established or future NGA enterprise capabilities.
Qualifications
- Bachelor's degree or equivalent combination of education and experience
- Bachelor's degree in computer science or related field preferred
- Eight or more years of web, internet, or programmer/analyst experience
- Experience working with local area and wide area networks
- Experience working with web authoring languages such as C++, Java, XML, HTML, CGI, ASP
- Experience working with multimedia applications, database interactions and data modeling tools
- Strong analytical and problem solving skills for design, creation, and testing of internet/intranet web sites
- Strong interpersonal skill to interact with customers and team members
- Strong communication skills to interact with team members and support personnel

- Three or more years of experience working within a large organization with user interface design deliverables (flows, design specs, content assessment...), developing, and managing organizational requirements.
- Experience in web design, application utilization, and development experience in mapping, GIS, visualization software.
- Knowledge of web design software to include expertise in one of the following: Adobe Photoshop, content management software (e.g., Vignette or Documentum)
- Web development and programming skills to include Microsoft Dot net, ASP.Net, VB.Net, C sharp, PHP, ASP, Perl, JavaScript, and SQL.
- Knowledge of markup languages such as XML/XLS, Google Earth mark-up language (KML)
- Familiar with ColdFusion, Apache, and any open source GIS and multimedia applications
- Familiar with the US Intelligence Community, specifically GIS, Aeronautical, Maritime, and imagery collection and exploitation.
- Requires knowledge of web-based technologies including browsers, ASP pages, HTML code, object-oriented technology, and graphics software.
