Essential Functions:

Creates, updates, maintains the Town’s internet and intranet websites: builds web pages and creates graphics, content and video for web sites; conducts thorough testing of web site functionality prior to implementation; monitors site traffic and helps scale site capacity to maintain acceptable performance levels; assists with the planning and development for additions to the infrastructure or functionality of the site; assists in the development and enforcement of the Town’s online standards and guidelines; and provides management with information pertaining to performance of the website.
Coordinates development and management of web-based, end-user applications and integrates the Town’s internal applications with the website where applicable. Evaluates and implements third-party applications and development tools for online services where appropriate; oversees integration, application testing, implementation, maintenance, and upgrade activities; and designs and implements database applications relating to website.
Manages the website’s infrastructure (internal and/or external) and connectivity with the Town’s technology infrastructure. Recommends solutions for internet technologies; develops, coordinates, and manages internet security policies and audit security mechanisms; ensures applicable standards are met; identifies internet problems and takes corrective measures as appropriate; maintains security and performance of the website; and coordinates software installation, update and server maintenance duties related to online services as needed.
Coordinates and creates the design and content of the Town’s website: optimizes for navigation; audits the content, quality and style of the site for compliance to standards; writes and develops information as needed for placement on the web site(s); develops graphics, animation, video and audio for use on the website; implements time-sensitive updates to web site information from all Town departments; integrates and aligns web site with other communications’ vehicles (print collateral, TV, etc.); supports Content Managers in implementing content and creates and maintains content for assigned areas of the website(s).
Evaluates the cost/benefit of online and multimedia applications and hosting solutions and technologies, and makes recommendations for budgeted items.
Provides technical support, training, information, and assistance on software, applications, and technology related to online and interactive services; troubleshoots and resolves problems; advises user committees.
Integrates work plan and activities with Information Systems staff; serves as member of implementation team for all technologies with online, end-user components. Acts as the “subject matter expert” with respect to best practices in end-user interfaces and usability for online/interactive and web-based applications. Schedules website/server related tasks which may disrupt service during non-business hours to minimize user downtime; seeks technical advice from co-workers as needed.
Maintains a working knowledge of internet technology, social media, protocols, web browsers, search engines, operating systems, and various internet software and publishing tools; maintains a working knowledge of various components of web page and web site design including hyperlinks, graphics, templates, tables, frames, forms, scripts, optimized navigation, and multi-browser compatibility, and established guidelines.
Coordinates the development of mobile applications, including a mobile version of the town’s website, and specific end-user applications for mobile devices. Develops and produces video content for the website and for the Town’s public access TV channel. Coordinates webinars and webcasts for Town programs. Maintains the TV channel content and technical requirements with service providers. Troubleshoots the hardware and software interfaces to the TV channel, and supports end users.
Maintains an awareness of new products, technologies, trends, and advances in the profession: researches new technologies for web site enhancements in HTML, sound, video, animations, and other related features; reads professional manuals, newsgroups, and publications to increase knowledge of associated work area, participates in continuing education activities and on-line training classes; attends workshops, seminars, and training sessions as appropriate.

Performs miscellaneous tasks, which may include installing software, troubleshooting computer/equipment problems, initiating service calls, or ordering related supplies.

Maintains logs/documentation of work, system and maintenance activities, installations, system configurations, procedures, and maintains technical manuals and technical documentation as needed.
Performs general/clerical tasks, which may include answering telephone calls, assisting visitors, making copies, sending/receiving faxes, filing documentation, processing incoming/outgoing mail, or moving equipment.
Provides assistance to other employees or departments as needed; performs other related duties as required.
