Assistant Deputy Director Strategic Procurement

This position will, under the general direction of the Senior Director, Procurement Material Management with extensive latitude for individual judgment, support and direct procurement strategy and approaches for PMM teams pursuing strategic sourcing efforts, joint solicitations with MTA Agencies and other corporate-wide initiatives and special studies. Actions initiated by this position will facilitate to the extent feasible, creation of neutral specifications based on customer needs, incorporating market factors and cost elements that drive vendor prices and ultimately achieve targeted cost savings against established baseline expenditures for addressable spend categories. Responsible for the supervision and direction of Strategic Procurement professional staff concerning actions taken to achieve proper solicitations, award recommendations and on-going administration. Provide expert direction and guidance to conduct market analysis, identification of cost drivers, need for cost escalators and establish negotiation strategy in support of the Procurement Material Management (PMM) Department goals and objectives. On-going evaluation of MNR needs and requirements to combine MTA Agency requirements to leverage volume and achieve savings as outlined in the Strategic Procurement process and through Joint Procurement Initiatives.  Facilitate procurement planning meetings with internal customers and other MTA agencies for the purchase of material, equipment, supplies and services.

Review procurement functions utilizing MTA Agency and industry best practices.  Perform market surveys to verify superiority of option pricing which include use of indices and market trends and direct input from the vendor community. Determine cost /savings factors for all procurements including utilizing in-house forces versus outside vendors.  Participate in operational analyses that support agreements as required by the Strategic Procurement Initiative.

Establish and maintain a database of pricing indices based on market research for the PMM Department (both historical and projected). Compile similar useful indices for comparable vendors for benchmarking purposes.  Serve as liaison and resource for the PMM Department for comparable data.  

Attend upper management meetings with executive level MNR staff; participate on task forces for new initiatives; assist in the staff summary review/approval/oversight functions as directed by the Chief Procurement Officer.

Mentor staff to guide their development in conducting Procurements incorporating expanded MTA Agency knowledge.  Attend various general/educational meetings/seminars on Procurement, Contract Administration and related topics

Must have working knowledge of Federal Acquisition Regulations (FAR), Federal Transportation Administration (FTA) and New York State Contracting Provisions.

Strong knowledge of products, materials, services, specifications, procurement methods, procurement terms and conditions, public or private sector purchasing.

Working knowledge of MNR's Automated Procurement System, Material Management and/or Accounts Payable Systems and Microsoft Office Suite or demonstrated equivalent applications.

Excellent negotiation skills with strong attention to detail.

Knowledge of business and management principles involved in strategic planning, resource allocation, production methods and coordination of people and resources.

Knowledge of economic and accounting principles and practices and the analysis and reporting of financial data.

Ability to evaluate bids/ proposals for completeness/consistency.

Excellent oral/written communication skills.

Working knowledge of cost principles.

Detail oriented with strong organizational skills.

Ability to evaluate the relative costs and benefits of proposed procurements and make appropriate recommendations.

Strong analytical and decision making skills.

Strong ability to deal effectively with high level executives inside and outside MNR.

Ability to train and motivate staff.

PREFERRED QUALIFICATIONS

Knowledge of Metro-North Railroad (MNR) procurement policies and procedures and MTA All-Agency Procurement Guidelines.

REQUIRED EDUCATION/EXPERIENCE

Bachelor's degree in Business Administration, Finance, Management, Transportation, or a related field.

Minimum 7 years of experience in a progressively responsible administrative position with emphasis on procurement, contract administration, engineering and/or construction as it relates to solicitation and negotiation of awards for goods and services.

Minimum 5 years of experience managing professional staff.

PREFERRED EDUCATION/EXPERIENCE

Master's Degree in Business or Public Administration; Professional experience in Law, Engineering, Media, or Budgeting is of interest.

OTHER INFORMATION

This is a safety-sensitive position and subject to toxicological testing.
