Job Function
Manages and directs the Telecommunications Infrastructure Planning Division to plan, evaluate, and recommend projects, programs, initiatives, policies, and methodologies for the development and enhancement of the Hawaiian Electric Companies' telecommunications infrastructure.
Fundamental Responsibilities
- Advises and recommends to senior management matters concerning telecommunications planning, infrastructure, design, and operations. Creates, develops, and/or delivers planning/engineering-type expert testimony, responses to information requests, and other assignments relating to telecommunications infrastructure planning, before the senior management and various external agencies.
- Manages and directs staff in the coordination, development and periodic updates of a Corporate Telecommunications Master Plan for HECO, HELCO and MECO, and the continual evaluation and update of the short--term Action Plan. Evaluates, recommends, and approves studies, presentations, plans, network diagrams, route selections, architecture, technologies, and partnerships, for the logical and orderly development and enhancement of the HECO, HELCO and MECO telecommunications systems. Prioritizes telecommunications projects and coordinates the preparation of initial cost estimates for Capital Budget and other budget inputs. Manages, directs, coordinates, reviews and approves studies and designs of planning consulting engineers.
- Manages and directs staff in the development of project-specific and general policies, procedures, and standards for telecommunications projects, programs, and initiatives such as safe and secure interconnection and integration of on-site renewable generation on the electric system. Advises and recommends planning criteria and minimum operating requirements for utility-owned and leased communications services.
- Manages and directs the work and training of planning personnel as assigned. Administers decisions related to supervision of personnel including but not limited to performance evaluations, development plans, hiring, termination, recognition of employee achievements, disciplinary actions, promotions, etc. Determines priority of work assigned and process to complete in an effective and timely manner. Determines the Divisions present and forecasted operational needs for budgeting purposes. Identifies and addresses employee issues and concerns to work towards equitable solutions.
- Manages and directs the telecommunications technical and planning support on company initiatives including Integrated Resource Planning, renewable energy corporate goals and interconnection requirements, corporate 10-year financial forecast and budgeting scenarios, and existing and developing company initiatives such as Advanced Metering Infrastructure, Smart Grid, Smart Home, Demand Side Management, Customer Programs (Electric Vehicles, Net Energy Metering, Feed-In Tariff, Demand Response, etc.), Distributed Generation, cyber-security, and IP standards and policies. Participates in various committees, task forces, and special projects which require knowledge of telecommunications systems.
- Manages, directs, investigates, or researches the practices of other utilities. Keeps abreast of political, regulatory, and technological changes, innovations, and progress related to the functional area.
Fundamental Requirements
Knowledge Requirements:
- A Bachelor of Science Degree in Electrical Engineering in a relevant discipline from an accredited engineering school or a MS in a technical field related to telecommunications or twelve (12) years of relevant design and planning a communications infrastructure, and/or operating experience.
- Professional Engineer Registration in State of Hawaii, Electrical Engineering, required to approve studies and designs, and to demonstrate competency and credibility in courts of law while representing HECO as an expert witness.
- Extensive knowledge of the theories, principles, practices, and standards of telecommunications engineering design, project engineering, project management, program management, outside consultant contract administration and supervision, and standards development associated with electric utility and telecommunications systems.
- Thorough knowledge of budgeting and forecasting systems and procedures (including annual Operating Forecast; Capital Budgets, etc.)
- Thorough knowledge of the telecommunications planning process and understanding of scenario planning methodology, business cases, planning horizons, and action plans.
- Working knowledge of federal, state and local laws, regulations, standards, and procedures as related to telecommunications activities.
- Working knowledge of the electric utility’s business and system operations and the associated applications that require telecommunications within the organization; and, working knowledge of electrical system protection, reliability, stability, and safety.
- Working knowledge of utility rates and tariffs, Integrated Resource Planning, renewable energy corporate goals and interconnection requirements, Hawaii’s Clean Energy Initiative, and existing and developing company initiatives such as Advanced Metering Infrastructure, Smart Grid, Smart Home, Demand Side Management, Customer Programs (Electric Vehicles, Net Energy Metering, Feed-In Tariff, Demand Response, etc.), Distributed Generation, cyber-security, and IP standards and policies.
- Working knowledge of personal computers, mainframe systems, the Internet, and related software applications used to develop word documents, spreadsheets, graphs, project schedules, and presentations.

- In-depth analytical, organizational, and conceptual skills to handle various projects and programs and manage cost and time constraints.
- Ability to remain flexible and handle multiple projects in a demanding work environment and adapt to rapidly changing priorities.
- Excellent written, oral, listening, and presentation skills.
- Full competency in software programs used to develop word documents, spreadsheets, graphs, project schedules, and presentations.
- Ability to work effectively and communicate with all levels of the organization and with outside contractors, consultants, governmental agencies, community groups, customers, and business allies.
Experience Requirements:
- A Bachelor of Science Degree in Electrical Engineering in a relevant discipline from an accredited engineering school or a MS in a technical field related to telecommunications or twelve (12) years of relevant operating experience with a PE License.
- Professional Engineer Registration in State of Hawaii, Electrical Engineering.
- Extensive (10+years) experience in telecommunications system planning and/or design in one or more of the following communication areas including, but not limited to, analog and digital microwave systems, overhead and underground fiber optic installations, analog fiber optic terminations, spread spectrum radios, wireless backhaul systems, coaxial and solid copper cable systems, synchronous optical networks, local area networks, IP networks, wide area networks, multiple address system radio networks, smart grid systems, SCADA systems, VHF and UHF mobile radio networks, commercial cellular and local exchange carrier leased services.
- Minimum of 7 years of experience working for an electric utility or on electric utility telecommunication systems.
- Several (3-5) years of supervisory experience.
Highly Desirable:
- Working knowledge and experience in Telecommunications design and planning for electric utilities.
