The Role:

Professional Development is looking for an experienced individual to fill a key role on the Operational Excellence team. As a newly created role, this position is critical to the department's success in its pursuit to drive efficiency and consistency and mitigate risk in managing Bloomberg's contingent workforce. The individual in this role will be responsible for building out the contingent labor management strategy and will serve as the single point of control for contingent workers and the business by overseeing sourcing activities, managing the engagement process and coordinating the on-boarding, deployment, performance evaluation and off-boarding of contingent labor.

Process/Systems and PolicyOwnership
- Responsible for the ongoing development, implementation and evaluation of our Global Policy Guidelines and Best Practices as they pertain to our Contingent Workers.
- Monitor ongoing contingent worker ('CW') requests and help manage to timelines in workflow/process. Partner closely with Recruiting, Relationship Managers, Finance and the business to proactively understand global operational needs and special circumstances.
- Develop and implement processes and policy to enhance the life cycle events from orientation, performance evaluation and exit process.
- Implement processes and systems that ensure proactive management of tenure and other compliance considerations by region.
- Responsible for systems implementation to ensure accurate reporting and analytics are available for the business and senior leadership.
- Provide expert advice to Professional Development, Finance and the business as they proactively address their resourcing requirements and budget concerns during the year-end business planning/budgeting process.
- Responsible for the Internal CW Request System, providing approval and default administration, point of escalation and subject matter expertise for future development phases.

Relationship and Vendor Management
- Manage relationships with third party vendors and act as Bloomberg's day-to-day point of contact for issues and concerns.
- Partner with Finance/Admin and Recruiting to evaluate and spearhead a proposal on future solutions and tools for contingent worker management including Managed Service Providers (MSP) and Vendor Management Systems (VMS).
- Partner with Purchasing and Legal on all global contractual issues that relate to Contingent Workers.

Minimum Requirements
- Substantial proven project management and operations monitoring experience
- Familiarity with global legal/compliance requirements for contingent worker populations and experience ensuring compliance with those standards, regulations and laws.
- Demonstrated success in managing business processes.
- Quality Control Analysis, vendor management experience.
- Experience monitoring processes, systems and resources.
- Experience coordinating the work and activities of others.
- Strong judgment and decision-making.
- Excellent verbal and written communication skills.
- Experience researching and analysing data or information.
- Strategic thinker with the ability to execute on assignments; able to make decisions independently.
- Ability to work in a fast-paced, often virtual, deadline driven culture.

Desired skills and experience:
- Experience using human resource information systems (HRIS) and other contingent worker related applications (e.g. vendor management systems, ERPs).
- Able to influence multiple constituents without direct authority and build strong business partnerships.
- Compliance implementation, administration and/or execution.
