We are seeking an experienced Recruitment Specialist to join our newly created regional recruitment services function to support the Moody's Investors Service and Moody's Analytics groups. Based in our Singapore office, this person will oversee recruitment activities for Singapore, Japan and Australia.
The Recruitment Specialist role is tasked with providing a comprehensive end to end best-practice recruitment service to selected business Moody's in the Asia-Pacific region.
The key responsibilities for this role will include:
- Support hiring managers throughout the recruitment process from writing job descriptions through to hiring the candidate. Ensure high service delivery in line with departmental policies and processes
- Advise management on appropriate recruitment methods and salary ranges. Advise on any relevant changes to employment law in line with company policy that impact on recruitment and be aware of confidentiality issues as they arise.
- Design international and national advertising campaigns (internet, intranet, newspapers and other mediums) and keep abreast of compensation, benefits and recruitment trends across the region and advise management as appropriate
- Liaise with advertising suppliers, agencies and other vendors as appropriate and negotiate and administer permanent and temporary agency contracts as well as oversee and monitor contracted temporary staff against budget set
- As required contribute to the rollout of recruitment related HR projects and initiatives through research, project work and where appropriate the delivery of new or improved services ensuring individual contribution or delivery of project to plan, time, budget and agreed requirements.
- Work with internal clients to ensure consistency with HR recruitment policy, standards and practices and /or facilitate the negotiation and agreement of appropriate variations and exemptions.

The ideal candidate will either have a least 5 years experience within a recruitment agency or in-house recruitment role, preferably within the IT and / or financial services sector. Candidates with a tertiary qualification in a related discipline such as Human Resources, Industrial Relations, Business, Psychology or Social Science who have experience recruiting within a 'banking vendor' environment will be highly regarded.
They will also possess the following skills and experience:
- Significant experience of best practice recruitment and selection policies and regulations from sourcing through to selection
- Experience of handling volume recruitment and influencing senior management
- Experience of providing lawful and appropriate first line advice to the business line
- Ability to use discretion and deal effectively with uncertainty, change and ambiguity
- Strong interpersonal and communication (both written and verbal) skills in English. Skills in a second language such as Japanese would be highly regarded.
