Senior Manager – Listing (Listing Policy, Secretariat Services & Support) recruitment
Job Responsibilities:
HKEx's Listing Division takes the leading role in regulating companies seeking admission to the Hong Kong markets and supervising those companies once they are listed. The Listing Policy, Secretariat Services Support Department within the Listing Division is primarily responsible for providing advice on policy matters, coordinating policy initiatives and developments, and drafting policy consultation papers and Listing Rule amendments. A Senior Manager in the team will assist in carrying out the above activities. The successful candidate is expected to:
- take an active role in the development of the Listing Division and the Listing Policy, Secretariat Services Support Department by initiating, encouraging and following through on policy, management, administrative and operational improvements
- provide advisory support where required to the Listing Division and the Listing Committee on policy issues and matters that may arise in the course of HKEx's regulatory activities
- strengthen the policy framework of HKEx, including drafting consultation papers and the text of Listing Rule amendments, and their publication
- prepare technical research and to analyse information required to support the policy work of the Listing Division
- monitor current legal and regulatory developments on a local and international level including industry practices and compliance standards
- act as assistant to Secretary or Secretary to Listing Committee, Listing (Review) Committee, Listing Appeals Committee and Listing (Disciplinary) Committee in respect of reviews and disciplinary hearings
- organise review and disciplinary hearings
- maintain Chinese walls between the Division and the Committee Secretariat
- identify and resolve procedural and novel issues in review and disciplinary hearings
- refer the Chairman of the Committees to procedural issues and advise them on issues which are not resolved by the Secretary
- seek Counsel’s advice relating to issues arising in a hearing
- protect the decisions of the Committees against judicial challenge
- record findings of the Committees and prepare minutes
Requirements:
- Qualified lawyers / accountants or university graduates of other relevant disciplines with at least 5 years working experience in law, accounting, corporate finance, investment banking or a related field
- Experience that demonstrates thorough understanding of listing and corporate finance matters and knowledge of the financial services industry and its practices
- High standards of integrity and strong analytical skills
- Strong interpersonal and presentation skills
- Good command of spoken and written English and Chinese
