Job Description
Asia HR Shared Services team seeks a Regional Payroll Manager who will drive and implement the payroll strategy for the region. He/She is required to build a solid and scalable payroll delivery team and model providing first class HR payroll services to the customers. He/She is also accountable for the development, improvement and execution of payroll processes to support the performance management objectives of the team as well as the group. Other key responsibilities include effective internal and external stakeholder management. He/She is also expected to be a key change catalyst or champion for the ongoing transition and change efforts in Global HR.
Reporting to the Asia Pacific HR Shared Services Payroll Manager, the Regional Payroll Manager will be based in Singapore and will lead and manage the full spectrum of payroll services for the region.
Responsibilities
- Responsible for full spectrum of payroll function in the region, meeting service levels and results
- Responsible for Payroll Vendor Management across APAC: Perform vendor management tasks as required (ensuring adherence to SLA's, invoice processing, attending regular status calls, participate in metrics reviews, etc.)
- Develop and maintain a positive working relationship with payroll vendors, benefits vendors, and HR community for in-scope countries
- Handle escalations on payroll administration matters
- Risk management, ensuring operations are compliant with local laws and regulations
- Streamline and re-engineer payroll processes to ensure efficiencies. Proliferate best practices to other regions
- People management, at least a team of 10
- Payroll performance metrics for management statutory reporting
- Partner with HR Finance and Core Finance on required payroll reconciliations and finance reporting
- Manage extended payroll accounting team from internal partners
- Manage internal and external audit activities
- Participate in global payroll projects and other HR initiatives as required
- Drive and implement payroll strategy for the Asia Pacific payroll operations
Requirements
- Degree holder with minimum of 7-8 years' experience in a professional HR position with a minimum of 5 years in payroll management capacity.
- Experience in financial industry would be an advantage
- Experience in the implementation of payroll outsourcing and/or key change effort in the region
- Excellent knowledge of Asia payroll legislation
- Experience in accounting reporting including GL reconciliation
- Champion integration and re-engineering of processes
- Professional certification in HRM or Finance
- Experience in SAP Payroll would be an advantage
- Proficiency in additional Asian languages would be an advantage
- Team player, energetic and positive thinking, service-oriented and able to work in a highly dynamic and fast paced environment
- Ability to prioritize work and manage time effectively
- Ability to engage with multiple stakeholders at a level appropriate to their grade
- Ability to manage a high volume of work under tight service delivery deadlines
